He was predeceased by: his parent George L. Sr; and his son Kevin L. Carter. He is survived by: his parent Frances Howard Carter, Sr.; his wife Joan "Butch" Seymour Carter; his children, Shawn M. Carter (Wanda) of Sykesville, MD and Colleen D. Carter of Catonsville, MD; his grandchildren, Shawn M. Carter, Jr. (Marissa), Kevin P. Carter (Rebecca Carter), Aileen C. Zimmerman-Garcia (Hector Garcia) and John R. Zimmerman; his great grandchildren, Blake Carter, Finley Carter, Kellan Carter, Crosby Carter, Sienna Carter, Kipp Garcia and Viviana Garcia; and his sisters, Priscilla "Penny" Flynn of Parkville, MD and Janet Farinholt of Arkansas.
