He was predeceased by: his parents, Wilbur C. Foy and Virginia Foy (Miller); his wife Dona Beal; his son Scott; and his brothers, David and Donald.
He is survived by: his children, Tammy Berkey of Berlin, Craig Foy of Berlin and James Foy Jr. of Berlin; and his siblings, Shirley Trent, Neva Glessner, Jack, Robert, Thomas, Wilbur and Albert Foy. He is also survived by five grandchildren; six great grandchildren.
