He was predeceased by: his wife Edna May Phelps (Hicken); his parents, Leonard Phelps and Stella Beatty (Jones); his brothers, Richard and Jackie Phelps; his son Richard Phelps; and his sister-in-law Reba Phelps.
He is survived by: his daughter Robin Davis (Emmett "Tom" Davis); his sister Effie Sesco (C. L.); and his daughters-in-law, Glenda Phelps and Doris Phelps. He is also survived by 10 grandchildren, 15 great-grandchildren, and 3 great-great grandchildren.
