She was predeceased by: her parents, William Shields and Ethel Shields (Holzapfel); her husband Thomas; and her siblings, William Shields, Robert Shields, Dolores Raiti and Jean Burnette.
She is survived by: her son Thomas E. Hoover (Annette); her grandson Brian Hoover (Amanda); her great grandchildren, Codi and Seth Hoover; her sister Roberta Regis (Robert); and her sister-in-law Shirley Shields. She is also survived by many nieces and nephews and cousins.
Due to COVID 19 restrictions, the family will be privately honoring Ruby's life with private family services to be held at the Robert L. Snyder Funeral Home and Crematory, Inc. 169 Second Street, Fredonia.
