He was predeceased by: his parents, Harry Toy and Mabel Ethel Toy (Wilhelm); his stepfather George Toy; his wife Bethea M. "Bea" Shotts; and his siblings, Laird Shotts, Sidney Shotts, Alice Dunmire, Patricia Corbett, Amanda Shotts, Gloria Jean Toy and Louella McNabb.

He is survived by: his children, William Black, Jr. (YongAe) of South Korea, Charles "Chuck" Black of Ford City, David Black, Sr. (Amy) of Johnstown, Dorothy Kiger of Washington, PA, Yvonne Shotts of Ford City and Bobbi Rupert (Wayne) of Ford City; and his sister Viola Toy of Ford City. He is also survived by numerous grandchildren and great-grandchildren.

Visitation was held on Thursday, January 16th 2025 at 11:00 AM at the Bauer Funeral Home and Cremation Services, Inc. (515 N McKean St, Kittanning, PA 16201). A funeral service was held on Thursday, January 16th 2025 at 1:00 PM at the same location.
