He was predeceased by: his parents, W. Franklin Foor and Elizabeth Foor (Eichelberger); his wife Joanne E. Foor (Ward); and his sister Joyce Ferguson (Clark Ferguson, Jr.). He is survived by: his daughters, Carla Foor (Jonathan Donelson) of Everett and Robin Foor of Hanover; his grandchildren, Jacob King of Chester, VA, Blake Small (Brittany Carpenter) of Lake Ariel, PA, Dustin Small (Sarah Mafnas) of Dover, PA, Megann Comstock (Chris) of Portsmouth, VA and Casey Small of Hanover, PA; his great grandchild Eleanor Small; his brother Donald Foor (Mary) of Everett; and his caregivers, Stacy, Krista and Debbie. He is also survived by many nieces and nephews.

Visitation was held on Wednesday, September 25th 2024 from 11:00 AM to 1:00 PM at the First Christian Church (57 Providence St, Everett, PA 15537). A funeral service was held on Wednesday, September 25th 2024 at 1:00 PM at the same location.
