He was predeceased by: his parents, Robert "Bob" M. Hoover and Dolores R. Hoover (Rice); and his brothers, Mark Hoover and Howard Hoover. He is survived by: his wife Melanie J. Hoover (Whisel); his sons, Phil J. Hoover (Becky) and Jim R. Hoover; his grandchildren, Andrea, Landon, Marissa and Isaac Hoover; his great grandchild Layton; his brother Mike Hoover (Carol); his siblings-in-law, Greg Whisel and Glenda Duffy; his nieces and nephews, Seth Duffy and Shainna Duffy; his great-nieces and great-nephews, Teaghan, Theo and Barrett; and his brother Farms of Everett, PA..
