He was predeceased by: his mother Louise Ruelius; his brother Michael Ruelius (Catherine Orr); and his nephew Mark Ruelius. He is survived by: his wife Paula Ruelius (Miller) of Enola; his father Richard Ruelius of Mechanicsburg; his brother Anthony Ruelius of Mechanicsburg; his stepson Benjamin Mutzbaugh of New York City; his nieces and nephews, Jon Orr (Cara), Theresa Rine (Rick), Emily Pusatere, Gary Shoemaker (Leslie) and Kyle Foy; and his great-nieces and great-nephews, Conner, Karson, Joshua, Josephine, Addison, Sierra and Brylee.
Joe volunteered as the treasurer of the Kidney Foundation of Central PA for many years, was a speaker for the Gift of Life Donor program and participated in golf and bowling in six National Kidney Foundations Transplant Games of America.
