He was predeceased by: his parents, Rupert "Jim" Welsh and Edith Ream Welsh; and his siblings, James, Raymond Welsh, Mary Jane Myers and Thelma Jean Welsh.

He is survived by: his wife Barbara Ann Hillard Welsh; his children, Charles, Jr. (Christy Siemonof Welsh) of Millington, MD and Lisa (Charles Craft) of New Holland; his grandchildren, Haley Killinger, Cameron Killinger (Julia Mylin), Matthew Welsh and Faith Craft; and his siblings, Donald (Janet Boley Welsh) of Gap, John, Janet (Bill Shumate) of Brownstown, Patsy (Marty Reifsnyder) of Terre Hill, Evelyn Houck of Gap and Joyce Miller of Gap.

In lieu or flowers, contributions in his memory may be made to Hospice and Community Care or Pequea E. C. Church.
