He was predeceased by: his parents, Thomas E. Milligan Sr. and Erma Mae Dreher; and his wife Donna Marie Milligan. He is survived by: his children, Sean Milligan, Denise Belknap (Tyson), Zack and Sawyer; and his sister Frances Milligan.
In lieu of flowers, donations in Toms' memory can be made to his grandsons' nonprofit ice hockey organization the Lancaster Firebirds.
