He was predeceased by: his parents, Bayard T. Baxter and Mary A. Yohn Baxter; and his brothers, Samuel and Thomas. He is survived by: his wife Jane E. Dick Baxter; his sons, Brad (Angela) of Dillsburg and Bryan (Tracy) of Mechanicsburg; and his grandchildren, Colton, Ryane (Sam), Dylan, Dakota, Elliana, Faith, Jayden and Jaylah. He is also survived by several nieces and nephews.
