He was predeceased by: his parents, James Starks and Laura Jones Starks; and his brother James. He is survived by: his wife Carol (Ward); his sons, Richard Starks of Largo, FL and Michael Starks (Roberta) of Dade City, FL; his grandchildren, Christopher Starks, Adam Starks, Kate Hook and Jason Rand; and his former wife Patricia Starks (Kunkel). He is also survived by the mother of his children as well as several nieces and nephews.
