He was predeceased by: his wife Nancy L. Griffin Neeley; and his parents, Edith Rodda and Steve Felix. He is survived by: his sister Carol; his brother-in-law Virgil Heslop; his son-in-law David A. Hall; his brother Steve Felix (Cindy); and his children, Nancy J. Neeley-Hall, Pamela J. Alex (Scott) and Joseph R. Neeley Jr. (Rita).
In lieu of flowers, the family suggest memorials be made to Venango County VNA Hospice or to Moose Heart.
