He was predeceased by: his parents, Harris M. Shaffer and Roseanna G. Shaffer (Sweet); and his brother George Shaffer. He is survived by: his wife Joyce A. Wilson-Sarlo; his daughters, Tammy S. Palumbo (Sam) of Charlotte, N. C., Debra R. Eaton (Paul) of Elmhurst, Ill., Kelley L. Frank (William) of Canadensis and Christine M. Hawkins (Paul) of Derwood; his grandchildren, Meghan Marie (Matt), Benjamin L. Rowles, Jamison A. Rowles, Sarah E. Eaton and Martha L. Eaton; his great grandchildren, Mirra and Maci; and his siblings, Donald Shaffer (Joyce) of Williamsport, Faye Carlisle-Thomas (Bob) of Cogan Station and Kathy White of Williamsport.

In lieu of flowers, memorial contributions may be made in Charlie's name to the West End Christian Community Center, 901 Diamond St., Williamsport, PA 17701.
