He was predeceased by: his parents, William L. Kelly and Margaret Kelly (Baumgardner); his wife Judith A. Kelly (Welker); and his siblings, Deberah Hill, James E. Kelly and John E. Kelly.
He is survived by: his children, Dwayne Kelly, Alicia K. Kelly and Marcella L. Neeper-Hoover (Kelly); and his brother Robert L. Kelly. He is also survived by seven grandchildren; four great grandchildren.
