He was predeceased by: his parents, Kenneth Parks and Jessie Parks (Stevens); and his siblings, Wayne Parks and Rowena Luzier. He is survived by: his wife Margaret Parks (Rogers); his son Phillip Parks, Jr. of Clearfield; his grandchildren, Hillary Howell, Monika Moore and Patrick Parks; his great grandchildren, Quentin Moore and Jordan Parks; and his sister Nadine Bagwell of Daytona Beach, FL. He is also survived by numerous nieces and nephews.
