He was predeceased by: his parents, Joseph E. Shughart, Sr. and Estella M. Shughart (Warner); his children, Brenda L. Shughart and Brian E. Shughart; and his siblings, Myra Hartman and Wayne Shughart.

He is survived by: his wife Shirley; his son Brent E. Shughart of Carlisle; his grandson Austine Shughart of Shermans Dale; and his sister Donna Day (Lester) of Plainfield.
