He was predeceased by: his parents, Hugh A. Higgins and Bridget Higgins (Smith). He is survived by: his wife Sylvia Higgins (Krulatz); his son Jeffrey Higgins (E. Gail Higgins); his sister Mary Seman (Stewart Seman); and his sisters-in-law, Patricia Higgins (King) and Elizabeth Krulatz.
