He was loved and cherished by many people including: his parents, Annie Harshey Mooney and James Lillard; his spouse Virginia Brown Lillard; his children, Gloria Whiting of Burgettstown, Frank Lillard Jr. of Francis Mine, Patricia Tomblin of Burgettstown, Robert Lillard (Sande) of Francis Mine and Lorraine Howard of Burgettstown; his grandchildren, Norman Whiting, James Cassels Jr. (Alicia), Anthony Whiting, Laverne Conley (Chad), Paul Howard Jr., Lauren Lillard, Tia Welch and Derick Lillard; his siblings, Laura Moore, Katherine Johnson, Elsie Kinney, Virginia Orison, Ernest Wheeler, Johnny, Jimmy and Howard Huggins; and his grandson Robert Lillard Jr.. He was also cherished by 11 great-grandchildren; a great-great-grandchild; and a host of nieces and nephews.
