He was predeceased by: his sister Cecelia Carter-Washburn; and his parents, May Carter, and Robert F. Carter, Sr.. He is survived by: his wife Carol Carter; his daughters, Stacy Carter-Stevens (Joe Burdelsky) and Stephanie Carter; and his grandchild Alexis Stevens. He is also survived by neighbors and friends.
