He was predeceased by: his parents, Delmar W. Harter and Lillian L. Harter (Force). He is survived by: his daughter Megan F. (Benjamin Messimer) of Milton; and his siblings, Frances L. (David McConnell) of Hughesville, Carol Ann Klinger (Dennis Cole) of Berwick, Jay Harter (Cathy) of Hallstead and Robert Harter (Dawn) of Wapwallopen. He is also survived by numerous nieces and nephews.
