He was predeceased by: his parent Joseph M. Sr.; his spouse Mary Agnes Ranio; his child William K. "Billy" Garner; and his siblings, Adelene I. Breon and Joseph M. Garner, Jr..

He is survived by: his parent Effie Mae Garner (Houser). He is also survived by brothers-in-law and sisters-in-law, nieces and nephews, and many more relatives and friends.
