She was predeceased by: her parents, Joseph G. Wagner Jr. and Dorothy Wagner (Spang); her husband Robert C. Hill; her son David M. Wilkinson; and her brother Joseph G. Wagner III.

She is survived by: her daughter Kathleen VanDerWeele (Eric) of Apollo; her grandchildren, Kristen Stewart (Brandon) and Ashley Todd (Ryan); and her great grandchild William Stewart.

In lieu of flowers, donations may be made in honor of Norma to the charity of the donor's choice.
