He was loved and cherished by many people including: his parents, Alfred Waters and Velma Waters (Lutz); his children, Marcia Reagles of Springfield, OR, Patricia Bars of Seattle, WA, Loren Waters of Roseburg, OR and Susan Fowler of Roseburg, OR; his siblings, Alma Waters of Roseburg, OR and Ronald Waters of Baker City, OR; his grandchildren, Jennifer Ruiz, Joshua Fowler, Joseph Waters, Jessica Lowe, Sydney Waters, Kelsey Reagles and Morgan Fowler; and his wife Shirley Waters. He was also cherished by 8 great-grandchildren.
