She was predeceased by: her parents, Nova Fowler and Inez Myers Fowler; her husbands, Bob Hoover and Lyle Reece; her sister Deon Smaniotto; her nephew Leo Smaniotto; her son-in-law Calvin Boylan; and her great grandchild Abigail Elaine Hiatt.

She is survived by: her siblings, Seymour, Dixie, Dennis, Sharon and Jennie; her children, Bob Hoover (Sandy), Dixie Boylan of Nyssa and Jesse Hoover (Diane); her grandchildren, Todd Hoover (Sally) of Newcastle, Jessica Hiatt (Everet) of Nyssa, Jeannie Prozanski (Donnie) of Nyssa and Diana Kaufman (Olaf); and her great grandchildren, Caleb, Gabe, Eli Hoover, Jonah, Maggy, Emma Hiatt, Hope Prozanski, Rowan, Elin and Isla Kaufman. She is also survived by many nieces and nephews.

Memorials will be given to Pioneer Place Skilled Nursing in Vale, Oregon, where Elaine was lovingly cared for by the nursing staff.
