He was loved and cherished by many people including: his parents, Willis Winfield and Anna Eliza Riley (Bauer); his children, James D. Frank, Jeffery L. Frank, Charmaine V. Cooper (Riley), Tedford J. Riley II and Anthony K. Riley; his siblings, Willis Winfield Riley II and Janet Charmaine Riley; and his wife Victoria V. Cirillo. He was also cherished by 11 grandchildren and 25 great-grandchildren.
