He was predeceased by: his wife Carol Jeannette Carter; and his brother Lee Carter. He is survived by: his sons, William L. Carter, Jr. (Sharon) and Brian Lee Carter (Loralyn); and his grandchildren, Angelina Carter Seyler (Ryan), William L. Carter, III and Kathryn Lee Carter.
