Blanchard (Forest Grove, Oregon), born in Norwich, Connecticut, who passed away on July 4, 2023, at the age of 56, leaving to mourn family and friends. He was predeceased by: his parents, James Joseph Blanchard and Mary Theresa Blanchard (Murphy); and his brother Joseph. He is survived by: his wife Penny Blanchard; his stepson Jacques Livingston; his daughter-in-law Krista Shmidt; his grandchild-in-law Thomas of Longmont, Colorado; his siblings, Johnny Blanchard of Valrico and Theresa; his siblings-in-law, Tim Smith of Norwich, Connecticut and Linda Keiser of Seattle; his brother Craig; his sister-in-law Eva Morrow of Cooperstown; and his stepgranddaughter Lizzy Perrault.
