He was predeceased by: his parents, George Carter and Cecelia Carter; and his brothers, Kenneth and David. He is survived by: his wife Marcia Lindstrom; and his brothers, Wendell of Safford and Harley of Kailua, Hawaii.. He is also survived by several nieces and nephews.

In lieu of flowers the family requests donations be made to the Northwest Ministry Network (AKA: Oregon Christian Convention), Turner Retirement Homes or The Turner Christian Church.
