He is survived by: his wife Nettie Joe Phelps; his son David Phelps of Wilburton; his grandson Alex Phelps of Wilburton; and his siblings, Walter Phelps (Betty) of McAlester, Ronald Phelps of Wilburton, Thelma McCullough of Union City, Carolyn Coil of Wilburton and Mary Phelps of Wilburton. He is also survived by several nieces, nephews, aunts, and uncles.
