He was predeceased by: his parents, Merle Edwin Neil, Sr. and Nadine Neil (Wilkins); his spouse Phyllis Mullens; his son Ronnie Neil; and his sisters, Twyla Lathrop and Deborah Lederman.
He is survived by: his daughters, Kerri Sayers of Welch and Traci Lewis; his brother Bob Neil; and his granddaughter Shelby Lewis. He is also survived by 3 nieces, and 2 nephews.
