He is survived by: his children, Ronnie Starks (Lori) of Vinita, Lonnie Starks of Grand Lake, Howard Starks, Jr. of Vinita and Pam Lowry (Ted) of Tulsa; his grandchildren, Billy Lowry (Ashlee), Mandy Bryant (Travis), Beth Minson (Lance), Margo Belcoff (J. J.) and Ty Starks; and his great grandchildren, Joci, Ellee Bryant, Allie, Morgan Lowry, Pierce, Harper Belcoff, Ella, Emma and Addie Minson. He is also survived by numerous nieces, nephews, and other relatives.
