He was predeceased by: his parents, Edna Smith and Jethro Payne; his former spouse Pearlie Mae Jones; his wife Delores Davis; his siblings, Charles "Sonny Boy" Payne, Leroy Carnes Jr., Nettie Fisher and Ethel Carnes-Coburn; his sister-in-law Juanita Delodge Payne; his sons, Jerry Payne and Baby Boy Payne; his granddaughters, Alisha Marie Payne and Brittany Adams; and his great grandchild Issac Lee Ray Overland.
He is survived by: his stepfather Leroy Carnes Sr.; his children, LaDonna Hollins (Charles), Deanna Parker (Anthony), Cherri Green of Oklahoma City, OK, Johnna Mae LeClair, Ethel Payne of Ponca City, OK, Louis Payne, Jr., Stacey Payne, Dewayne Payne of Ponca City, OK and Johnnie Jones, Jr. of Clinton, OK; and his sister Oweeta Mae Carnes of Oklahoma City, OK.. He is also survived by many grandchildren, great-grandchildren, and a host of extended family members, and friends.
