He was predeceased by: his son Gene Allen Kelley; his siblings, Keith Kelley and Virginia Brown; and his great grandchild Trevor Voyles. He is survived by: his wife Carol Wright Kelley; his daughters, Debbie Ballard (Lin), Connie Kelley (Barney) and Susan Wright Mogilka (Henry); his grandchildren, Ian Wright Aldridge (Claire), Ricky Hoyt (Johnna), Monique, Kelley Mogilka, Hollie Teter (Greg) and April Voyles (Jeff); his great grandchildren, Ava, Apollo Aldridge, Scott Barker, Katelyn Hoyt, Colton, Garrett Teter and Dakota Voyles; and his great great grandchildren, Trevor and Jasper Barker.

“I knew Mr. Kelley when I was a young police officer and he was with the OKC FBI office. Bill was one of the many agents in Oklahoma City during the years when the FBI was well-respected and worked well with local law enforcement. He took his job seriously and was a top-notch agent for Mr. Hoover and the Bureau. My heartfelt sympathy goes out to his family. May God bless. Jerry Koester, Village PD (retired)”
