He was predeceased by: his parents, D. Milligan Milligan and Lois Lorene Milligan (Sanford); his wife Elizabeth Milligan (Betty); and his brother Don Milligan. He is survived by: his children, Stephanie Lowery (Steve Lowery) of Norman, OK, Dr. Michael Milligan (Kristi Milligan) of Norman, OK and Melanie Milligan (Joseph Harrell) of Norman, OK.; his grandchildren, Hilary Leonard (John), Hannah Rushing (Grayson), Kaitlin Milligan (Matthew Braley), Maci Jo Milligan and Lillie Harrell; and his sisters-in-law, Ann Milligan of Arkansas and Dorothy Edgemon of Missouri.

A memorial service was held on Saturday, January 11th 2025 at 10:00 AM at the St Thomas More University Parish and Student Center (100 Stinson St, Norman, OK 73072).

In lieu of flowers, memorial donations may be made to the Stephenson Cancer Center in memory of Betty Milligan, his late wife.

“Joe was a dear friend. A group of us walked together and we always met at Joe's. He was always so interested in everything we did. We always enjoyed our time with him. He was so interested in his children and grandchildren and kept up with everything they did, encouraging each of them. He had a heart of love and was gracious and kind. He had a great sense of humor and loved jokes. He will be greatly missed by all who knew him. His little dog Buddy was a constant companion.”
