He is survived by: his wife Rochelle McPheeters; his children, Phil Jr. (Cindy), Rex (Heather), Bill (Cindy), Shane (Tracy) and Carolyn Wall; his grandchildren, Phillip III, Amanda, Alexander, Elizabeth, Theadecia, Stephannie and Zachary; his great grandchild Noah; and his sister Lydia Hall. He is also survived by many extended family and friends.
