He was predeceased by: his parents, Earnest Leo Milligan and Mary Alice Milligan (Hacker); and his brother Johnny Milligan. He is survived by: his wife Judy Milligan of Muskogee, OK; his children, Dwayne Milligan (Bethany) of Dickinson, ND and Heather Bailey (David) of Muskogee, OK; his grandchildren, Ethan Bailey and Shelby Bailey; his sisters, Dona Taylor (Jeff Taylor) and Avonda Harris (Bobby); and also, Gage Milligan and Jacob Milligan. He is also survived by numerous nieces and nephews.
