He was predeceased by: his parents, Robert O. Elsey and Lois B. Elsey (Crocker); and his siblings, John Elsey, Robert Elsey Jr., Mary Brewer and Mildred Scott.

He is survived by: his children, Cynthia Edington (Larry) of Okolona, Glenda Frazier (Vance) of Oktaha and Joey Elsey (Angie) of Muskogee, Oklahoma; and his sister Billie Bowden.
