He was predeceased by: his parents, Theodore Payne and Kathryn "Katie" Cowan Payne; his spouse Shirley Ruth Hays; and his siblings, Lahoma Fosbury and Cecil Carmack.

He is survived by: his son Glenn Payne Jr.; his grandchildren, Glenn Payne III (Hayley) and Amber Nicole Payne (Trey Willoughby); and his great grandchildren, Miles Oliver Payne and Andersyn "Andy" Willoughby.
