He was predeceased by: his parents, James Marshall and Laura Bell Carter (Blackburn); his wife Illetta Marie Carter; his brother Jack Carter; and his great grandchild Lanie Rodriguez.
He is survived by: his children, James Carter (Cindy) of Elk City, Dana Carter (Judy) of Hammon, Tony Carter (Debbie), Phyllis Perry (Rick) of Granite, Bernadette Vincent (Blaine) of Elk City and Karen Shelton (Rick) of Elk City, Oklahoma. He is also survived by eighteen grandchildren; thirty-three great grandchildren; nine great-great grandchildren.
