He is survived by: his wife Cecile Elkins; his children, James L. Carter, Cheryl J. Carter, Jack M. Carter and Lissa Ann Julius (Keith Kennington) of Atoka, OK; his daughter-in-law Sherri Carter of Mead, OK; and his grandchildren, Cheri Leutz (Jack) of Dallas, TX, Lindsey Carter of Conroe, TX, Leah Kalm (Ricky) of Oklahoma City, OK, James Carter (Kathryn) of Mead, OK and John Michael Carter Luckett of Grand Forks, ND. He is also survived by five great grandchildren.
