He is survived by: his mother Iva Nell Pletcher (Hefley) of Davis; his brother David Ruggs of Davis; his children, Frank Ruggs (Stacey) of Florida, Clint Ruggs (Danita) of Idaho, Wendy Stewart (Lonnie) of Oklahoma, Kevin Ruggs (Shannon) of Oklahoma, Matt Ruggs (Heather) of Oklahoma, Rachel Shippy (Tom) of Idaho, Amy Keith (Stanley) of Oklahoma, Holly Shippy (Zane) of Idaho, Lindsay Ruggs of North Dakota, Mitch Ruggs (Allison) of Oklahoma, Iva Penner (Jeremy) of Oklahoma, Jody Ruggs of Oklahoma and Rickey Ruggs of Idaho; and his son-in-law Jake Shippy of Idaho. He is also survived by 64 grandchildren; eight great-grandchildren; as well as several local aunts, uncles and cousins.
