He is survived by: his wife Daisy Davis Cutter; his sons, Winston John Cutter Jr. (Melissa) and Kevin Cutter (Brandee); his grandchildren, Rachael Weaver (Andrew), April Wire, Morgan, Mallory Cutter, Jeremy and Ethan; and his son Ashlynn Cutter.
