He was predeceased by: his parents, Donald DeWayne Phelps, Sr. and Mary Ethelene Phelps (Deason); his wife Paula Phelps; his grandparents, Carl, Madge Phelps, Cecil and Lois Deason; and his former wife Patricia Lawrence.
He is survived by: his children, Dawn Harrell (Bryan) of Catoosa, Peggy Ryan of Collinsville, Cheryl Leach of Owasso, Wendy Maxey of Collinsville and Devon Phelps of Athelstone; his siblings, Kelly Jensen of Bolivar, David Phelps of Broken Arrow and Randy Phelps of Oologah; his grandchildren, Earl Bowman III (Frank), Christopher Bowman, Britt Bowman (Michael), Brittney Ringquist, George Ryan Jr., Kami Ryan, Melissa Von Aschen, Nathan Von Aschen, Bradley Von Aschen, Anthony Von Aschen, Morgan Leach, Michael Peters, Marissa Holcomb, Derrek Maxey and Wyatt Maxey; and his siblings-in-law, Susie Phelps, Beverly Phelps and Rodney Jensen. He is also survived by 20 great-grandchildren, and many other family and friends.
