He was predeceased by: his parents, James B. Carter and Emma Gibson Carter; his daughter Teresa Carter-Snoddy; and his brother Robert Carter. He is survived by: his wife Jill Y. Eley; his sons, Barry S. Carter of Youngstown, Benjamin J. Carter of Youngstown, Randy L. Adams of Youngstown, William M. Carter Jr. (Abigail) of Pittsburgh, PA and Ricky Adams (Denise) of Liberty; and his sisters, Marnette Nelson (Eddie) of Youngstown and Serecia Jean Underwood of Youngstown. He is also survived by eleven grandchildren; 19 great grandchildren, nieces, nephews, other family, church family and friends.
Visitation was held on Tuesday, March 25th 2025 from 11:00 AM to 12:00 PM at the New Bethel Baptist Church (1507 Hillman St, Youngstown, OH 44507). A celebration of life was held on Tuesday, March 25th 2025 at 12:00 PM at the same location.
