He was loved and cherished by many people including: his parents, Billy Carter and Betty Carter (Pyles); his brother Paul Carter; his wife Janet Bledsole Carter; his children, Elaine Jo Scott (Jason) and Luther Dale Carter (Gina) of Jamestown; his sisters, Nancy Carter of Jamestown and Barbara Carter of Xenia; and his grandchildren, Courtney, Caitlin, Tyler, Michelle, Sarah, Matthew, Aaron, Haley, Emma, Zander, Addison and Elli. He was also cherished by 5 great grandchildren; as well as numerous nieces and nephews.
