He was predeceased by: his wife Barbara Williams Bay; his parents, Rev. Howard T. Bay and Mary Ledman Bay; his son Michael Bay; his siblings, Elizabeth McGrew (Chester), Robert Bay (Rosemary), David Bay (Rosemary), Margaret Betzel (Fritz) and Jim Bay; his parents-in-law, Edna and Walter Williams; and his siblings-in-law, Wilbur Williams and Elaine Williams.
He is survived by: his children, Mary Catherine Fulda (Jack) of Anderson and Richard Bay of Florida; his grandchildren, Jennifer Kassick (Jason) of Florida, Jami Bay of Wilmington, Andrea Fowler (Brian) of Omaha, Tasha Elijah (Ryan) of Florida and Anthony Fulda (Gretchen Strate) of Minnesota; his great grandchildren, Tyler Ford, Ava Fowler, Ella Fowler, Simon Strate, Ari Strate, Jacob Elijah and Luke Elijah; and his sister-in-law Avonelle Brown Williams. He is also survived by several nieces and nephews.
