She was predeceased by: her parents, Minor W. Carter and Edith Isabel Smith Carter; and her husbands, Harry Monroe and Russell Dugan. She is survived by: her children, Virginia Fitzgerald (George) of Hillsboro, Janet Hahn (Norman) of Wilmington, Jody Stacey (Jeff) of Wilmington, Ohio and Joe Monroe (Joan) of Sabina, Ohio. She is also survived by nine grandchildren; as well as several great-grandchildren and great-great-grandchildren.
