He was predeceased by: his parents, James Scaggs and Gladys Scaggs. He is survived by: his children, Vicki Stevens of Willow Wood, Ohio, Donnie Pemberton of Willow Wood and Tim Pemberton (Kim) of Laurelville, Ohio; his grandchildren, Kelli Cooper (Joshua), Whitney McGowan (Bryan), Destini Holcomb (Jacob), Alexis Johnson (Eric), Mika Maple (Taylor), Austin Pemberton (Jessica), Ruthie Pemberton, McKenna Carter and Cadence Carter; and his siblings, Brenda Allen (Brian) of Coal Grove, Shirley Bishop of Pelham, GA, Virginia Corns (Sam) of South Point and Ray Eldridge of South Point, Ohio. He is also survived by several nieces and nephews.
