He was predeceased by: his parents, George Louis and Martha A. Powell Sr. (DeVore); his son Keith Payne; and his siblings, Tony Powell and Vickie Snavely.
He is survived by: his significant other Carol L. Burris; his children, Kevin Payne (Twyila) of Circleville, Kimberly Scandalito (Ryan Cushman) of Kingston, Betty Payne of Williamsport and Michael Burris (Misty) of Darbyville; and his siblings, George Powell of Newark, Dan Powell (Linda), Rick Jones (Paula), Mark Jones (Satoko), Mike Jones (Linda) of Pataskala, Jerry Jones of Pataskala and Jackie Hastilow (Greg) of Pataskala. He is also survived by 11 grandchildren; 1 great grandchild and numerous aunts, uncles, nieces and nephews.
